Subject: Posting of women employees – Reg.

Sir/Madam,

I am directed to say that during the meeting of the Departmental Council (JCM) held on 27.08.2010 under the Chairpersonship of Secretary (Posts), an item regarding non-posting of women employees where basic amenities are not available was raised by the Staff side. The Staff side has stated that a number of Post Offices/RMS Offices are not having all the basic amenities and women employees are finding it difficult to work in such places. The staff side has, therefore, demanded that women employees should not be posted to such offices before ensuring basic amenities in such places.

2. It was informed to the staff side that Dte has issued instructions vide letter No. 137-12/98-SPB.II, dated 29.04.1998 to all Postal Circles advising them to avoid posting of ladies staff where basic amenities are not available in the office. It was decided in the meeting by the Chairperson that instructions on the subject be reiterated to all Heads of circles for strictly compliance.

3. In the Directorate’s letter No. 137-12/98-SPB.II, dated 29.04.1998, it was inter-alia advised to avoid posting women employees where there are no basic and essential amenities for women, Circles are, therefore, requested to scrupulously follow these instructions before women employees are posted/transferred from one work place to other. It may be ensure that women employee is transferred to an office only after ensuring that basic and essential amenities for women are available there. The Circles are also requested to identify these offices which are lacking basic amenities and take action for providing them immediately.

DA RATE FROM JAN 2011

The central Government employees are expecting a Good Dearness Allowance rise from 1st January 2011.  It is expected that atleast 6% increase in DA will be there from Jan 2011.


Present DA Rate  45%.
Expected increase:  6%.
DA rate from Jan 2011:  51%.


The calculation is based on the AICPIN published by labour Bureau,  Government of India.  For the month November 2010 the AICPIN stands at 182. For December, the results will come only at the end of month of January 2011. If AICPIN reaches at 185 in December Government employees would likely to get 6% DA.


Once the DA rate touches 50%, the allowances like conveyance allowance, children education allowance etc will be increased 25% more.  The final picture will come in the end of January 2011 only.

Railways to accept bank credit card as proof of identity for travelling on e-tickets

In an yet another passenger friendly move, the Ministry of Railways has decided to accept credit cards issued by banks with laminated photograph as proof of identity for traveling on e-tickets. The new provision has come into effect from 6th August, 2010.

The bank credit card is in addition to the existing seven proofs of identity for undertaking journey on e-tickets namely;
a) Voter Identity Card,
b) Passport,
c) PAN Card,
d) Driving License,
e) Photo Identity Card issued by Central/State Government.
f) Student Identity Card with photograph issued by recognised School/College for their students and
g) Nationalised Bank Passbook with photograph.
There will be no concession including student concession admissible to the persons booking e-tickets except concession for senior citizens.

Ministry of Railways has asked all Zonal Railways to issue necessary instruction to all concerned particularly ticket checking staff so as to educate them about this modified provision and to avoid inconvenience to the passengers.

This has reference to minutes of Secretary (P)'s meeting dated 12.07.2010 circulated vide No. 08/02/2010-SR dated 14.07.2010 on the above-mentioned subject.

2. As per decision taken in regard to item No. 6, dealing with cadre restructuring of Group 'C' employees, other than Accounts Cadres, a Committee comprising the following is constituted to examine the issue.
