NFPE 9^th Federal Council Reception Committee formation meeting held at B-1, P&T qrs. Chikkadapally, Hyderabad- 500 020 on 19-04-2013.

The meeting was presided by Com.R.J.Madhusudanarao, Chairman, Circle Coordination Committee & Circle Secretary, R-III, NFPE. Com.K.Ramachandram, Convener, CoC invited all the leaders to the dais.

Com.M.Krishnan, Secretary General, NFPE inaugurated the meeting by elaborately narrated the role of  NFPE in the postal trade union movement and the significance of present 9^th Federal Council in the background of policies of the Govt.

Subject:- Filling up the vacancies in Higher Selection Grade-t (HSG.I) in Post Offices (POs) and Railway Mail Service (RMS) Offices- Reg.

Sir/Madam,

I am directed to say that the existing Recruitment Rules in brief provide to fill up the posts of Higher Selection Grade-l (HSG.l) in Post Offices (POs) and Railway Mail Service (RMS) Offices in postal Circles as under:-

i. HSG.I in POs: (i) The existing Recruitment Rules, 1976 of HSG.I in POs and amended

vide Recruitment (Amendment) Rules, 1980 provide for filling up

(a) promotion from HSG.ll General line officials with three years regular ervice and

(b) promotion from Assistant Superintendent of Post Offices with two years regular service, in the ratio of 50.50 - odd post exsting on the date preceding the Recruitment (Amendment) Rules, 1980 going to general line,

(ii) All posts created after commencement of Recruitment (Amendment)

Rules, 1980 are to be filled up f promotion of HSG.ll official with three years regular service In the grade.

ll. HSG I in RMS offices: The Recruitment Rules, 1976 initially provided for filling up the posts of HSG.I in RMS offices by promotion of HSG.ll officials in RMS offices with 3 years regular service in the grade, which were further amended in the year 1993 as per which 43 out of 111 sanctioned posts are earmarked for being filled up by promotion of Asstt. Supdt. of Railway Mail Service (ASRM) with 3 years regular service,

2.         Earlier DOP&T had not allowed to fill up the. posts in HSG.I by promotion on regular basis as they observed that (i) the posts of HSG-I and ASPO carried same pay scale therefore, the promotion of ASPO to HSG-I was not in order particularly, when they noted that the ASPOs, after their promotion were permitted to go back to their parent cadre and (ii) the RRs had become obsolete. Therefore, the Circles were advised not to fill up the posts in HSG-I in Post Offices (POs) and Railway Mail Services Offices (RMS Offices) by regular promotion pending amendment of the Recruitment Rules (RRs) but subsequently allowed on more than one occasion to fill up the posts in H$G-l in POs & RMS offices by promotion of HSG. ll officials on adhoc basis.

3.         The Directorate initiated the process of amendment of the Recruitment Rules of HSG-I in consultation with Department of, Personnel & Training (DOP&T) and Union Public Service Commission (UPSC), In the meantime, references had been received from various Circles explaining difficulties being faced by them in the absence of filing up of the posts in HSG-I or regular basis and continuation of ad-hoc arrangement for past many years.

4.         The matter was taken up with DOP&T, bringing to their knowledge the difficulties being faced by the Circles in the absence of regular incumbents and also the concern of such officials who could not be promoted on regular basis. Thus, DOP&T was requested to allow this Department to fill up the posts of HSG-I on regular basis. DOP&T have now opined that the promotions may be made on the basis of the existing RRs. However, the DOP&T has not clarified as to whether the ASPOs could be 'promoted' to HSG-I, for which a separate reference is being made to DOP&T. Pending the same, the Circles ale advised tg proceed further in holding the DPC for promotion of HSG-ll Officials in Post Offices and RMS Offices only to FISG-I on regular basis as per the provisions of the RRs.

5.         The Circles are advised to convene the DPCs for promotion to HSG-I on regular basis latest by 30.04.2013 and issue the promotion orders by 06.05.2013. Thereafter, a report may be furnished to the Directorate by Fax to Shri Raj Kumar, Director (Staff (Fax No 23096103) by 10.05.2013 intimating the completion of the  said exercise and number of officials thus promoted to HSG-I and the number of posts remained vacant if any, for want of eligible officials,

DELAY IN ANNOUNCEMENT OF DA CONDUCT NATIONWIDE DEMONSTRATIONS ON 23^rd APRIL-2013.

CONFEDERATION CALLS FOR A STRONG PROTEST AGAINST THE INORDINATE DELAY IN GRANTING 8% DA TO CG EMPLOYEES BY GOVERNMENT

DELAY IN GRANT OF DA - HOLD PROTEST DEMONSTRATION ON 23^RD APRIL 2013

            Since the implementation of the recommendations of the 4^th central pay commission in 1986, the Dearness Allowance (DA) is paid in two six-monthly installments – in March and September of every year. The practice followed since then is that the order granting DA to government employees is issued in March and September itself.

            This time the practice in force since 1986 is violated. Our enquiries with concerned Ministries informed us that the file is already moved for Cabinet approval. But it is nearly a month now. The cabinet has found no time to take a decision on this.

            This naturally is quiet disturbing, especially in the time of galloping price line. The employees have, in the past, fought bitterly for grant of DA and the 3^rd CPC gave a definite formula for DA in the aftermath of the one day strike on 19^th September 1968. We cannot allow the hard won DA to be tampered with.

            Confederation has written to Prime Minister conveying the disquiet amongst the amongst the employees over the inordinate delay in the grant of additional installment of DA due from 1^st January 2013 and urging the Prime Minister to take immediate steps to assuage the feelings of the employees. Copy of the letter is given along with this Circular.

            The Secretariat of Confederation therefore calls upon every affiliate as well as State Committee of Confederation to organise lunch hour demonstration in the work place on 23^rd April 2013, Tuesday and send the following telegram to the Prime Minister of India.

            I am to invite your kind attention to the delay in the grant of additional installment of Dearness Allowance to Central Government employees and officers and the consternation it is causing amongst the employees.

            It would be apt to point out here that since the implementation of the 4^th CPC recommendations with effect from 1^st January 1986, the Dearness Allowance is paid to Central Government employees in two six monthly installments – along with the salary for March and September every year. The 5^th and 6^th CPCs also recommended the same principle for payment of additional installments of DA and since then the order granting additional installment of Dearness Allowance is being issued well in advance honouring the recommendations.

            The Central Government Employees were expecting the announcement of grant of additional installment of Dearness Allowance (8 % with effect from 1^st January 2013) and Office Memorandum on that in the month of March 2013 itself. The delay of more than a month has led to disquiet amongst the employees.

            I shall be thankful if the fears of the central government of employees are allayed by immediately releasing the additional instalment of Dearness Allowance with effect from 1^st January 2013 without any further delay.

42% private sector employees suffer from lifestyle diseases: Survey

KOLKATA: Due to demanding schedules, high stress levels and performance-linked perquisites in private sectors, nearly 85% of employees in private sectors are afflicted to life-style, chronic diseases and acute ailment compared to government employees who are ranging below 8%, according to a recent survey conducted by Assocham on the occasion of 'World Health day'.

Assocham's survey reveals that 42% are afflicted to lifestyle disease, followed by 38% suffering from chronic disease and remaining 15% have an acute ailment in the private sector.

While releasing the Assocham survey on "Government vs Private employee health scenario", Mr D S Rawat, secretary general Assocham said, there is due compensation for increased inflation by way of dearness allowance (DA) to government employees whereas, the private sector is by and large out of this facility."

The findings on the government employees reveal very positive features ranging from reasonably good health, family stability, cordial relationship etc, adds the survey. The survey further points out there are many schemes in healthcare for government employees in addition to pension which reflects better health standards in government jobs.

Around 55% of the survey respondents fall under the age bracket of 20-29 years, followed by 30-39 years (26%), 40-49 years (16%), 50-59 years (2%) and 60-69 years (approximately 1%).

The report included major cities like Delhi, Mumbai, Kolkata, Chennai, Ahmedabad, Hyderabd, Pune, Chandigarh, Dehradun etc. A little over 200 employee were selected from each city on an average. Mumbai ranked first afflicted to high levels of stress in private sector followed by Delhi (2nd), Ahemdabad (3rd) Chandigarh (4th), Hyderabad (5th), Kolkata (6th) and Chennai (7th), etc.

The survey was able to target private employees from 18 broad sectors, with maximum share contributed by employees from IT/ITes sector (17%).

Employees working in engineering and telecom sector contributed 9% and 8% respectively in the questionnaire. Nearly 6% of the employees belonged from market research/KPO and media background each. Management, FMCG and Infrastructure sector employees share is 5% each, in the total survey. Respondents from power and real estate sector contributed 4% each. Employees from education and food& beverages sector provided a share of 3% each. Advertising, manufacturing and textiles employees offered a share of 2% each in the survey results.

"Rising cases of marital disputes and aberrated relationship contributing to high level of stress as reflected in increased serious health problems", adds Dr. B K Rao, chairman of Sir Ganga Ram Hospital and Assocham Health Committee.

The increasingly demanding schedules and high stress levels are leading to sleep disorders in private sector. Loss of sleep has wide ranging effects including daytime fatigue, physical discomfort, psychological stress, performance deterioration, low pain threshold and increase absenteeism. The survey further points out that nearly 45% of the corporate employees in private sector sleep less than 6 hours on a daily basis due to work related pressure.

Around 58% of corporate employees in private sector are deeply concerned about their future health, 38% are most of the time fearful regarding their future health conditions and rest 4% are not at all fearful about their future health, adds the Assocham Survey.

According to the survey, only 10% employees in private sector have medical insurance, and much of it is inadequate. Nearly all private health service providers require families to spend out-of-pocket at the point of service. This leaves people, highly vulnerable. "Without adequate financial support from the private organization, health remains a major cause of financial insecurity", adds Rawat.

In terms of the physical fitness, it was found that around 57% of the employees in the private organization said they 'do not exercise at all', 23% do physical workout devoting less than 1 hour/week, 12% of the employees exercise for 1-3 hours/week, 8% of employees exercise for 3-6 hours/week and merely 7% stay fit by exercising for more than 6 hours/week. The majority of the government employee said that they 'do exercise' and physical workout to stay fit by exercising for more than 8 hours/week.

Work-related stress can be defined as any level of mental or physical strain that is gained due to pressures in the profession. Work stress is given much impetus since it directly affects the private sectors, adds Rawat.

Dear Comrades,

1.      SEVENTH CPC &B PFRDA BILL – JOINT AGITATION BY RAILWAY, DEFENCE & CONFEDERATION.

Due to the consistent efforts made by the Central Headquarters of the Confederation of Central Government Employees & Workers, as a follow up action to the 12^th December 2012 strike, a joint platform of action of all Central Government Employees including Railway, Defence and other C. G. Employees has emerged under the banner of All India Railway men’s Federation (AIRF), All India Defence Employees Federation (AUDEF) and Confedration Central Government Employees & Workers, mainly on two demands viz: Constitution of 7^th CPC and withdrawal of FPRDA Bill. A meeting of the Central Leaders of the AIRF, AIDEF and Confederation has given a joint call to all Central Government Employees to organize nationwide mass demonstrations at all important cities on 29^th April 2013 and also to send Telegrams to Prime Minister of India on the same day.

Confederation of Central Government Employees & Workers, during the 12^th December 2012 strike itself, has demanded the constitution Seventh Central Pay Commission and also inclusion of the Gramin Dak Sevaks under the purview of the 7^th CPC. All the Central Trade Unions including INTUC, BMS, HMS, AITUC, CITU, UTUC etc has also demanded constitution of 7^th CPC in their joint memorandum submitted to the Finance Minster during the pre-budget discussion. Thus the demand raised by Confederation alone, has now become the common demand of entire Central Government Employees and also the Central Trade Unions.

NFPE call upon entirety of the Postal and RMS employees including Gramin Dak Sevaks to make the 29^th April mass demonstration programmes a grand success by taking a lead role in mobilising maximum number of employees at all important cities under the banner of joint platform of action comprising AIRF, AIDEF & Confederation. Telegrams demanding constitution of 7^th CPC and scrapping of the PFRDA Bill may also be sent to the Prime Minster of India by all General Secretaries, Circle Secretaries and Branch/Divisional Secretaries of affiliated unions of NFPE.

2.      24^th NATIONAL CONFERENCE OF CONFEDERATION OF CENTRAL GOVERNMENT EMPLOYEES & WORKERS

The 24^th National Conference of the Confederation of Central Government Employees & Workers will be held at Kolkata from 4^th to 6^th May 2013. The Venue of the Conference is Sukanta Mancha, Beliaghate, Kolkata Inaugural session will take place at Shramik Mandal Kendra, Kanykurgachi, Kolkata - 54 on 4^th May at 4PM. Delegates from about 107 Affiliated organizations are expected to attend the National Conference which is held once in three years. Number of eligible delegates of each affiliated organisation is decided based on the paid up membership as per quota remitted to the Confederation CHQ. Delegates fee is Rs. 500/- per head.

All affiliated unions of NFPE which are affiliated of Confederation also, are requested to send their delegates to the conference. Instructions may be given to the delegates to book up & down travel tickets immediately.

3.      9^th  FEDERAL COUNCIL OF NATIONAL FEDERATION OF POSTAL EMPLOYEES (NFPE)

9^th Federal Council of NFPE will be held at Hyderabad from 9^th to 12^th June 2013. The Circle coordinating Committee of NFPE Unions, Andhra Pradesh Circle, has formed a preparatory Committee and the initial preparation for the successful conduct of the Federal Council has already begun. Number of eligible Federal Councillors of each affiliated unions of NFPE will be basedon the quota remitted upto 31.03.2013, since the last Federal Council. List of eligible delegates showing the amount of quota remitted will be published shortly. General Secretaries of all affiliated unions of NFPE are requested to give instructions to their elected Federal Councillors to book the up & down travel ticket immediately.

4.      NFPE Eastern Zone Study Camp at Guwahati (Assam)

After the successful conducting of Southern Zone Study Camp at Chennai and Central Zone study camp at Vidisha (MP), the Eastern Zone Study Camp of all NFPE affiliated unions will be held at Guwahati (Assam) on 27^th & 28^th April 2013. The list showing the quota of the minimum number of delegates fixed for each circle union was circulated one month back. However, a copy of the same circular is enclosed herewith. All General Secretaries of NFPE affiliated unions are requested to give strict instructions to their circle Secretaries to fix the delegates immediately and also ensure their participation in the camp WITHOUT FAIL. Delegates may be instructed to book their up & down tickets immediately if not already booked. Programme notice of the study camp will be finalized shortly and will be sent separately. A seminar on Postal Services will be organized in Connection with the camp. Delegates attending the seminar are eligible for special casual leave.

Northern Zone study camp will be held in UP in the month of May/June 2013. Western Zone study camp will be held in Rajasthan and dates will be finalized shortly.

5.      FEDERAL SECRETARIAT OF NFPE

Federal Secretariat of NFPE will be held at Guwahati (Assam) on 26^th April 2013. All General Secretaries are requested to attend the meeting at 11 AM on 26.04.2013.

6.      29^th ALL INDIA CONFERENCE OF AIPEU GROUP ‘C’

29^th AIC of AIPEU Group ‘C’ was held at Thiruvananthapuram from 2013 March 10^th to 13^thCom. R. Sivannaryana (Andhra Pradesh) Com. M. Krishnan (Kerala) and Com. Balwinder Singh (Delhi) are unanimously elected as the President, General Secretary and Financial Secretary respectively.

7.      1^st ALL INDIA CONFERENCE OF THE AIPEU-GDS (NFPE)

1^st AIC of the newly formed GDS Union, AIPEU-GDS (NFPE) on associate member of NFPE, was held at Chennai on 21^st & 22^nd March 2013. Com. Bijoy Gopal Sur (West Bengal), Com. P. Panduranga Rao (Andhra Pradesh) and Com. V. Murugan (keral) are elected as the President, General Secretary and Financial Secretary unanimously.

8.      2^nd ALL INDIA CONFERENCE OF AIPSBCOEA

2^nd AIC of SBCO Employees Association, an affiliate of NFPE, was held at Haridwar (Uttarakhand) on 2^nd and 3^rd March 2013. Com. S. P. Kulkarni (Maharashtra) Com. Virendra Tiwari (U.P) and Com. Rajiv Kumar (Haryana) are unanimously elected as the President, General Secretary and Financial Secretary. The Department has confirmed the recognition granted to SBCOEA and the rival unions attempt to de-recognise our union has failed in the Chennai High Court.

9.      CENTRAL JCA SUBMITS JOINT MEMORANDUM TO THE NEW SECRETARY, DEPARTMENT OF POSTS

The Central JCA (NFPE & FNPO) has decided to submit a joint memorandum to the new Secretary, Department of Posts on the long pending major demands of the Postal & RMS employees including Gramin Dak Sevaks and Casual, Part-time, Contingent employees. Copy of the Memorandum will be published in the websites. JCA has decided to organize agitational programmes, if the demands are not settled in a time bound manner.
