NFPE 9th Federal Council Reception Committee formation meeting held at B-1, P&T qrs. Chikkadapally, Hyderabad- 500 020 on 19-04-2013.
The meeting was presided by Com.R.J.Madhusudanarao, Chairman, Circle Coordination Committee & Circle Secretary, R-III, NFPE. Com.K.Ramachandram, Convener, CoC invited all the leaders to the dais.
Com.M.Krishnan, Secretary General, NFPE inaugurated the meeting by elaborately narrated the role of  NFPE in the postal trade union movement and the significance of present 9th Federal Council in the background of policies of the Govt.

Subject:- Filling up the vacancies in Higher Selection Grade-t (HSG.I) in Post Offices (POs) and Railway Mail Service (RMS) Offices- Reg.
Sir/Madam,
I am directed to say that the existing Recruitment Rules in brief provide to fill up the posts of Higher Selection Grade-l (HSG.l) in Post Offices (POs) and Railway Mail Service (RMS) Offices in postal Circles as under:-
i. HSG.I in POs: (i) The existing Recruitment Rules, 1976 of HSG.I in POs and amended
vide Recruitment (Amendment) Rules, 1980 provide for filling up
(a) promotion from HSG.ll General line officials with three years regular ervice and
(b) promotion from Assistant Superintendent of Post Offices with two years regular service, in the ratio of 50.50 - odd post exsting on the date preceding the Recruitment (Amendment) Rules, 1980 going to general line,
(ii) All posts created after commencement of Recruitment (Amendment)
Rules, 1980 are to be filled up f promotion of HSG.ll official with three years regular service In the grade.
ll. HSG I in RMS offices: The Recruitment Rules, 1976 initially provided for filling up the posts of HSG.I in RMS offices by promotion of HSG.ll officials in RMS offices with 3 years regular service in the grade, which were further amended in the year 1993 as per which 43 out of 111 sanctioned posts are earmarked for being filled up by promotion of Asstt. Supdt. of Railway Mail Service (ASRM) with 3 years regular service,
2.         Earlier DOP&T had not allowed to fill up the. posts in HSG.I by promotion on regular basis as they observed that (i) the posts of HSG-I and ASPO carried same pay scale therefore, the promotion of ASPO to HSG-I was not in order particularly, when they noted that the ASPOs, after their promotion were permitted to go back to their parent cadre and (ii) the RRs had become obsolete. Therefore, the Circles were advised not to fill up the posts in HSG-I in Post Offices (POs) and Railway Mail Services Offices (RMS Offices) by regular promotion pending amendment of the Recruitment Rules (RRs) but subsequently allowed on more than one occasion to fill up the posts in H$G-l in POs & RMS offices by promotion of HSG. ll officials on adhoc basis.
3.         The Directorate initiated the process of amendment of the Recruitment Rules of HSG-I in consultation with Department of, Personnel & Training (DOP&T) and Union Public Service Commission (UPSC), In the meantime, references had been received from various Circles explaining difficulties being faced by them in the absence of filing up of the posts in HSG-I or regular basis and continuation of ad-hoc arrangement for past many years.
4.         The matter was taken up with DOP&T, bringing to their knowledge the difficulties being faced by the Circles in the absence of regular incumbents and also the concern of such officials who could not be promoted on regular basis. Thus, DOP&T was requested to allow this Department to fill up the posts of HSG-I on regular basis. DOP&T have now opined that the promotions may be made on the basis of the existing RRs. However, the DOP&T has not clarified as to whether the ASPOs could be 'promoted' to HSG-I, for which a separate reference is being made to DOP&T. Pending the same, the Circles ale advised tg proceed further in holding the DPC for promotion of HSG-ll Officials in Post Offices and RMS Offices only to FISG-I on regular basis as per the provisions of the RRs.
5.         The Circles are advised to convene the DPCs for promotion to HSG-I on regular basis latest by 30.04.2013 and issue the promotion orders by 06.05.2013. Thereafter, a report may be furnished to the Directorate by Fax to Shri Raj Kumar, Director (Staff (Fax No 23096103) by 10.05.2013 intimating the completion of the  said exercise and number of officials thus promoted to HSG-I and the number of posts remained vacant if any, for want of eligible officials,

DELAY IN ANNOUNCEMENT OF DA CONDUCT NATIONWIDE DEMONSTRATIONS ON 23rd APRIL-2013.

CONFEDERATION CALLS FOR A STRONG PROTEST AGAINST THE INORDINATE DELAY IN GRANTING 8% DA TO CG EMPLOYEES BY GOVERNMENT

DELAY IN GRANT OF DA - HOLD PROTEST DEMONSTRATION ON 23RD APRIL 2013

            Since the implementation of the recommendations of the 4th central pay commission in 1986, the Dearness Allowance (DA) is paid in two six-monthly installments – in March and September of every year. The practice followed since then is that the order granting DA to government employees is issued in March and September itself.

            This time the practice in force since 1986 is violated. Our enquiries with concerned Ministries informed us that the file is already moved for Cabinet approval. But it is nearly a month now. The cabinet has found no time to take a decision on this.

            This naturally is quiet disturbing, especially in the time of galloping price line. The employees have, in the past, fought bitterly for grant of DA and the 3rd CPC gave a definite formula for DA in the aftermath of the one day strike on 19th September 1968. We cannot allow the hard won DA to be tampered with.

            Confederation has written to Prime Minister conveying the disquiet amongst the amongst the employees over the inordinate delay in the grant of additional installment of DA due from 1st January 2013 and urging the Prime Minister to take immediate steps to assuage the feelings of the employees. Copy of the letter is given along with this Circular.

            The Secretariat of Confederation therefore calls upon every affiliate as well as State Committee of Confederation to organise lunch hour demonstration in the work place on 23rd April 2013, Tuesday and send the following telegram to the Prime Minister of India.

TEXT OF TELEGRAM: EMPLOYEES AGITATED OVER DELAY IN GRANT OF DA, URGE TO EXPEDITE ISSUANCE OF ORDERS.

            Each affiliate and State Committee of Confederation may send a detailed report on implementation of the programme in their organisation/state to the Confederation CHQ.

           Subject: Grant of Dearness Allowance to Central Govt Employees and Officers – Reg.
            I am to invite your kind attention to the delay in the grant of additional installment of Dearness Allowance to Central Government employees and officers and the consternation it is causing amongst the employees.
            It would be apt to point out here that since the implementation of the 4th CPC recommendations with effect from 1st January 1986, the Dearness Allowance is paid to Central Government employees in two six monthly installments – along with the salary for March and September every year. The 5th and 6th CPCs also recommended the same principle for payment of additional installments of DA and since then the order granting additional installment of Dearness Allowance is being issued well in advance honouring the recommendations.
            The Central Government Employees were expecting the announcement of grant of additional installment of Dearness Allowance (8 % with effect from 1st January 2013) and Office Memorandum on that in the month of March 2013 itself. The delay of more than a month has led to disquiet amongst the employees.
            I shall be thankful if the fears of the central government of employees are allayed by immediately releasing the additional instalment of Dearness Allowance with effect from 1st January 2013 without any further delay.

Federal Executive: Federal Executive of NFPE will be held at Community Hall Pragati Nagar,Kukatpally,  Hyderabad. On 9.6.2013 from 11.A.M. All NFPE Office Bearers and General Secretaries are requested to attend the meeting in time.

Federal Secretariat:           Federal Secretariat of NFPE will be held at Guwahati on 26.04.2013 from 11A.M. All General Secretaries and available office bearers of NFPE are requested to attend the meeting.

Eastern Zone Study Camp Guwahati :   Eastern Zone Study Camp of NFPE is scheduled to be held at Guwahati form 27.4.13 to 28.04.13. A seminar on National Postal Policy will also be organized on 27.04.2013. (Detailed programme is available in NFPE Web-site)

Northern Zone Study Camp:       Northern Zone Study Camp (Consisting U.P.  Uttarakhand & Delhi) will be held at Ghaziabad (UP) from 22.06.2013 to 23.06.2013. (Detailed Circular will be sent separately to all concerned).
